The meeting consisted of Secretary Rice, U.N. Secretary General Ban Ki-moon, Russian Foreign Minister Sergei Lavrov, German Foreign Minister Frank-Walter Steinmeier, High Representative for European Foreign and Security Policy Javier Solana and European Commissioner for External Relations Benita Ferrero-Waldner.
